ALCOHOL
The consumption of alcohol is not permitted in park areas pursuant to SMC 8.05.015 and AS04.16.090. To host an event where alcohol is served, the responsible party must use a licensed vendor, who has obtained a caterer’s permit from the Alcoholic Beverage Control Board (amco.permits@alaska.gov), and submit a Special Event/Facility Use application with the approved permit and caterer’s certificate of liability insurance. Please contact the Executive Assistant for Administration regarding the application process.

FACILITY RULES
1. Pavilions are available for public use on a first-come, first-served basis unless reserved. Users seeking exclusive use must reserve in advance.
2. The reservation holder is responsible for ensuring their group adheres to all state laws, City Ordinances, and Parks staff instructions. Violators will be immediately ejected from the park. Additionally, pursuant to SMC 8.05.095, violators of the rules relating to alcohol use or possession may also be fined not more than $300, and have all alcohol confiscated and destroyed.
3. Rental is for the pavilion only. All other park amenities shall remain available for public use.
4. The Facility MUST BE RETURNED CLEAN and undamaged, or fees will be assessed.
5. No permanent/damaging decorations may be used, including pushpins, screws, nails, glue, etc. String and tape are permitted.
6. Vehicle use is restricted to designated lots. No driving/parking on grass, trails, or near structures.
7. Any activity that interferes with the public's right to quiet enjoyment of the park (e.g., loud music or voices) is strictly prohibited. Quiet hours are from 10pm-7am: any violation of quiet hours may result in immediate ejection.
8. Fires are restricted to the provided on-site grills and approved fuel types, e.g., charcoal.
9. Pets are not allowed inside park buildings or structures. Pets are permitted in outdoor areas provided they are leashed (6 ft. or less). In compliance with the Americans with Disabilities Act, individuals with disabilities may be accompanied by their service animals, provided they are under the control of their handler. The care and supervision of a service animal is solely the responsibility of its handler. An individual who brings a service animal onto City property is completely and solely liable for any injuries or damage to personal property caused by the animal. Any repair or cleaning costs incurred by a service animal will be charged to the user.
10. Users must receive department approval to erect canopies or tents near pavilion.
11. Commercial solicitation and sales are prohibited except as provided for in city code.
12. No tobacco products may be used inside or outside the pavilion. including vaping, e-cigarettes, or chewing tobacco.
13. The applicant shall save, hold harmless, and indemnify the City of Seward from any claims, law suits, or judgments arising from loss, to damage property, or injury to persons arising from or related to the serving of alcoholic beverages during rental of the pavilion.
14. Users agree not to bring onto the premises, any material, substance, equipment, or object which is likely to endanger the life of, or cause bodily injury to any person or property or which is likely to constitute a hazard.
15. Users are solely responsible for any and all accidents or injuries to persons or property resulting from the use of the facility. Users are responsible for the control and supervision of all people in attendance. Users shall take care that no damage is done to the facility and that all of the attendees conduct themselves in an orderly manner in and around the facility including the surrounding park areas and parking lot. If damages or behavior of the group are deemed inappropriate or unsafe for any reason, the function may be stopped in progress and denied further use of the facilities. Groups composed of minors (under the age of 18) must be supervised by 1 adult for every 15 minors. Chaperones must be present at all times. Minors must be under adult supervision at all times.
